FUNDER:
The RPS project is funded through Colorado's Substance Abuse Prevention and Treatment Block Grant, administered by the U.S. Center for Substance Abuse Prevention (CSAP) of the Substance Abuse and Mental Health Services Administration (SAMHSA).
The Alcohol and Drug Abuse Division has funded regional prevention services since the mid-1980s. Beginning in 2000, under the leadership of Robert Bixler, the former director, the project became a more coordinated effort to deliver regional services and to support state-community partnerships.

OVERVIEW:
The lead of this project also will serve as the Director of the Center for the Advancement of Prevention Effectiveness. Specific questions about prevention work in your region should be directed to assigned Regional Prevention Consultants (see map). The vision of prevention-oriented communities equipped to carry out effective prevention/intervention efforts that improve health and well being guides the provision of Regional Prevention Services. The mission of the project is to build the capacity of Colorado communities and organizations in planning, implementing, and evaluating effective prevention programs, policies, and practices through a regionally based, statewide system. Its mission is also to support linkages between local and state level decision-making. Principles guiding the Regional Prevention Services project include:
- Target underserved and non-served populations
- Use evidence-based principles to guide planning
- Support the empowerment of local communities.
The RPS project provides a Regional Prevention Consultant (RPC) to each of the Alcohol and Drug Abuse Division’s six service regions. Please click on the following link to identify the RPC working in your region [Link to map.] RPCs offer technical assistance in the following areas:
- Substance abuse and related prevention strategies
- Coalition building
- Grant writing
- Community readiness assessment
- Resource referral
- Strategic planning
- Group facilitation
- Needs assessment processes
- Evaluation processes and resources
- Competency development in addressing the cultures of diverse populations.
To support its technical assistance activities and prevention efforts in Colorado , the project also provides:
- Regularly scheduled training opportunities, namely the Substance Abuse Prevention Training (SAPST), for people working in, or interested in, substance abuse prevention
- Community Profiles, compilation of available county and Denver neighborhood-level data on demographics, substance abuse, crime and delinquency, education, health, poverty, and transportation.
