Welcome to the FRCA Evaluation page
The Colorado General Assembly established family resource centers (FRCs) in 1993
as a pilot public-private initiative. The mission of the centers is to provide comprehensive
community-based supports for vulnerable families and children, with a focus on prevention.
In 2000, aided by a general operating grant from the Rose Community Foundation,
the Family Resource Center Association (FRCA), a 501(c)(3) non-profit organization,
was created and took over the role of representing those family resource centers
created through the 1993 initiative.
The FRCA contracted with OMNI Institute to design an evaluation. The impetus of
the evaluation was in part driven by the Colorado State Statute 26-18-104, 2 (b),
which states that FRCs must evaluate the services they provide. It was also driven
by discussions that FRCs have had during previous years about the need for evaluation
to leverage funding and provide information to help better serve families. The purpose
of the evaluation is to measure outcomes related to FRCs’ five core service areas:
Family Support/Case Management
Resource and Referral
Parenting Education
Early Childhood Education (ECE)
Youth Services
The evaluation is designed to help the FRCA and individual FRCs to show service-area
outcomes achieved and identify gaps or areas for improvement. The evaluation was
co-developed with significant input from FRCs. The result is an evaluation that
is standardized enough to allow for aggregate data analysis and results, but flexible
enough to allow for the diversity of services offered at FRCs across the state.
