Adams County receives funding to implement a Community Services Block Grant (CSBG) program, and as part of this funding is required to conduct a Community Needs Assessment and develop a Community Action Plan every three years to address the needs of low-income residents, potential gaps in services, and opportunities for service improvements. Adams County Human Services contracted with the OMNI to design and execute the Community Needs Assessment.
