2024 Boulder County Co-Responder
Annual Report

Since 2020, the Boulder County Co-Responder Program has paired behavioral health professionals with law enforcement to respond to 911 calls involving mental health and substance use concerns. This collaborative model helps individuals in crisis receive timely, appropriate care—often diverting them from the criminal justice system and connecting them to needed services.

As the program’s evaluation partner, Omni provides ongoing data analysis and reporting to help tell the story of its growth and impact. The 2024 Co-Responder Annual Report highlights a 30% increase in service contacts and expansion into Louisville, Colorado. Over 3500 calls were fielded by the Co-Responder team in 2024, and one in three involved active crisis de-escalation. The report also shares how Co-Responders are effectively de-escalating crises and expanding access to behavioral health care, while new team structures, safety protocols, and community trainings continue to strengthen the program. These findings illustrate how data-driven collaboration is improving outcomes for residents and reducing strain on emergency response systems across Boulder County.
