Virginia State Opioid Response Grant
Annual Report 2023-2024

The Virginia State Opioid Response (SOR) Grant Annual Report 2023–2024 provides a comprehensive overview of statewide efforts to address opioid and stimulant use through prevention, harm reduction, treatment, and peer recovery support. Developed by Omni in partnership with the Virginia Department of Behavioral Health and Developmental Services, the report reflects the sixth year of the SOR initiative funded by SAMHSA. Omni served as the external evaluation partner, analyzing data across 40 Community Services Boards and additional partners to assess impact, elevate community voices, and support data-driven strategy across the state.

This year’s report highlights several promising outcomes: over 26,000 individuals completed REVIVE! training to administer naloxone; nearly 59,000 naloxone kits were distributed; and the state experienced a decline in opioid-related fatalities. Access to medications for opioid use disorder continued to expand, alongside complementary behavioral health and housing services. The report reflects the collective impact of coordinated, data-driven action to address the opioid crisis and support recovery statewide.
