Alabama SPF-Rx Evaluation
Project Objectives
- Conduct a mixed-methods process and outcome evaluation to assess implementation and impact of SPF-Rx 2.0 activities.
- Provide ongoing evaluation technical assistance and capacity-building support to prevention providers across four Alabama counties.
- Ensure compliance with SAMHSA’s federal reporting requirements through grant management support and performance monitoring.
- Develop and refine logic models and measurement plans to help providers track progress toward prescription drug misuse prevention goals.

Project Description
The Alabama SPF-Rx 2.0 initiative, funded by SAMHSA and led by the Alabama Department of Mental Health (ADMH) Office of Prevention, aims to prevent and reduce prescription drug misuse and its consequences among young adults ages 18–25, with particular focus on deaf and hard of hearing individuals in underserved counties. Grant funds are distributed to prevention providers in Calhoun, Chambers, Covington, and Walker Counties to implement evidence-based strategies in communities facing health disparities, limited access to care, and poorer behavioral health outcomes.
Omni serves as the external evaluator for SPF-Rx 2.0, delivering a comprehensive process and outcome evaluation using mixed-methods data collection to assess both implementation fidelity and measurable outcomes. In addition to evaluation design and execution, Omni provides hands-on technical assistance and capacity-building support, enabling local providers to strengthen infrastructure and evaluation literacy. This ensures that all efforts are grounded in data-informed decision-making while supporting providers in navigating the complexities of community-level prevention work.
To promote sustainability and accountability, Omni also supports the development of logic models and measurement plans tailored to local prevention strategies, ensuring alignment with grant goals and federal expectations. The team provides grant management support to help ensure adherence to SAMHSA’s reporting requirements, helping Alabama’s prevention providers focus on what matters most—delivering effective, equitable services to populations most at risk for prescription drug misuse.
