Project Objectives
- Build shared infrastructure to support consistent statewide data collection through an online measurement system used by all Family Resource Centers (FRCs).
- Develop and validate outcome tools that capture family functioning and are applicable across diverse populations and geographies.
- Conduct rigorous evaluations at the statewide, initiative, and site levels to assess service delivery and changes in family outcomes.
- Advance national learning by publishing peer-reviewed research on Family Development Services and evaluation frameworks.

Project Description
For more than a decade, Omni has served as the evaluation partner for the FRCA, the statewide intermediary supporting a network of 30+ FRCs across Colorado. Through this longstanding collaboration, we’ve worked side by side with FRCA to build coordinated data infrastructure, expand evaluation capacity, and generate meaningful insights to strengthen services for families statewide.
One of our earliest contributions was helping the network transition from siloed Excel spreadsheets to a robust, online shared measurement system. This system enables all FRCs to collect reliable and valid data on service implementation and outcomes—laying the groundwork for consistent statewide evaluation. Alongside this technical support, we conducted a comprehensive literature review to define and document the evidence behind key components of effective FRCs, which continues to inform network-wide practice.
In partnership with FRCA, we also co-developed the Colorado Family Support Assessment 2.0 (CFSA 2.0)—a validated tool that measures family functioning, strengths, and areas for growth. Today,CFSA 2.0 is used by Family Strengthening and Support programs across thecountry as a primary outcomes measure. Omni continues to support itspsychometric testing, from early reliability testing (Richmond et al., 2015) to a recent manuscript examining measurement invariance across populations, time, and geography (Richmond, Bayless, & Haymond, 2024). As a result of these efforts, the CFSA 2.0 is listed inthe California Evidence-Based Clearinghouse.
Beyond core measurement and evaluation, we’ve provided support for logic model development and initiative-specific evaluations related to healthy living programs, food security, and parent engagement. We also play a central role in the development and evaluation of the Family Pathways Framework—a shared model that helps FRCs assess social determinants of health and coordinate service delivery in a responsive, family-centered way. We lead both annual statewide evaluations and focused studies to understand how the framework supports families, why it works, and how to make it stronger.
Each year, we conduct comprehensive evaluations across the network—at the Center, funding stream, and statewide levels. These evaluations examine the needs and characteristics of families served, the types and amounts of services delivered, and changes in outcomes related to family stability, child well-being, and economic security.
