Developed by Omni in partnership with the Denver Department of Public Health and Environment and the Colorado Department of Public Health and Environment, Colorado Statewide Coordinated Statement of Need (COSCSN) is a community-driven blueprint developed with facilitation and research support from Omni to align HIV prevention and care services across the state. Through a highly participatory process involving consumers, providers, planners, and public health leaders, Omni engaged diverse voices from urban, rural, and frontier communities to assess service gaps, surface shared challenges, and elevate solutions rooted in lived experience. This collaborative effort centered on equity, inclusion, and systems change.

Participants highlighted persistent barriers—such as stigma, housing instability, workforce shortages, and lack of culturally competent care—while also naming opportunities for impact through strategies like peer navigation, harm reduction, and integrated behavioral health. The SCSN identifies eight statewide priorities, including improved care coordination, increased consumer leadership, more equitable funding processes, and greater investment in trauma-informed services.

Omni’s approach helped ensure that the final SCSN is not just a compliance document, but a meaningful tool to guide cross-agency planning and advocacy. By grounding recommendations in both data and human experience, the SCSN creates a path forward for a more unified, equitable, and person-centered HIV care system across Colorado.
