Measuring Peer Recovery Outcomes Toolkit

With support from the Peer Recovery Center of Excellence—a SAMHSA-funded national center that is peer-led and focused on substance use disorder recovery—Omni developed this toolkit specifically for peer recovery specialists and program administrators to evaluate peer-led work in a way that honors and uplifts the values prioritized in peer support, which are often overlooked in conventional clinical or health-focused evaluation frameworks.
To ensure the toolkit reflected the lived experience and operational needs of peer support organizations, Omni partnered with an advisory group of pilot sites representing local governments, recovery community organizations, and nonprofits. Feedback from this group was used to refine and strengthen the final product for national use. The resulting toolkit equips users with practical tools to measure peer impact in ways that are strengths-based, culturally responsive, and deeply aligned with recovery values. This work not only fills a critical gap in evaluation practice but also affirms the value and complexity of peer recovery support as a vital component of behavioral health systems nationwide.
