Project Description

Omni led a strategic planning initiative to help Warren County in Virginia maximize the impact of national opioid settlement funds. The planning process involved a data-driven approach that brought together community leaders and elevated community voices to create a robust plan to impact opioid-related needs. This included a kick-off meeting with project leadership to ensure alignment, review of available opioid abatement resources in the County, four community engagement meetings (participants included first responders, treatment providers, individuals with lived experience, and community members), prioritization of strategies based on those meetings, development of implementation next steps, and specification of evaluation metrics for the assessment of progress over time.

Four concrete values guided the development of the plan:

  • Actionable: The plan should position the County to address the challenges of the future.
  • Grounded in Principles of Equality: The planning process should be guided by a commitment to treating everyone equitably and fairly.
  • Fiscally Sustainable: The goal is to guide opioid abatement funding with long-term sustainability of services and infrastructure in mind.
  • Data-Driven: The plan is informed by accurate, comprehensive data and analysis, with decisions based on evidence rather than assumptions.  

The final strategy focuses on preventing opioid misuse, filling critical service gaps, and ensuring that resources are invested in ways that support long-term recovery and community well-being.

By centering the voices of people most impacted by the opioid crisis, we helped Warren County build a roadmap rooted in local priorities and poised for real, lasting impact.
