Wyoming Family Resource Center Collective Evaluation
Project Objective
- Map out the vision by co-creating a bold, action-ready logic model that drives the FRCC’s theory of change.
- Track momentum in real time with a process evaluation that shows what’s working (and where to adjust) as the network grows.
- Measure real-world impact by pulling statewide family data and capturing stories that show how support is reaching families.
- Power the collective effort by bringing partners to the table to align strategies, voices, and shared goals.

Project Description
Wyoming’s Family Resource Center Collective (FRCC) is on a mission to strengthen families and prevent child abuse—and Omni is the evaluation partner helping turn that mission into measurable progress. Launched by the Wyoming Child Trust Fund, the FRCC connects a growing network of Family Resource Centers across the state with tools, guidance, and momentum.
Omni kicked off this work by helping FRCC define what success looks like. Through workshops and collaboration with local partners, we built a logic model that not only guides the network’s growth but grounds it in shared, statewide priorities.
As the network builds steam, Omni is evaluating how the pieces are coming together—what’s working, where support is needed, and how communities are embracing the model. We’re not just crunching numbers; we’re listening to stories, following data trails, and surfacing insights that keep the effort responsive and agile.
Once the FRCC is fully in motion, we’ll help answer the big question: Is this making life better for Wyoming’s kids and families? Using statewide data systems and on-the-ground focus groups, we’ll track real impact—and help make sure this network is built to last.
