City of Martinsville & Henry County Opioid Settlement Needs Assessment
Project Objectives

- Engage diverse community stakeholders through focus groups and data-sharing to incorporate local perspectives and lived experience into the planning process.
- Synthesize findings into actionable recommendations that inform strategic planning discussions and support the effective allocation of opioid settlement funds.

Project Description
In alignment with best practice principles outlined by the Virginia House Appropriations Committee, the City of Martinsville and Henry County in Virginia contracted with Omni to guide strategic planning around the use of opioid abatement funds. Omni’s role focused on helping the region identify key funding priorities by conducting a comprehensive strengths and needs assessment of its opioid-related systems of care.
As part of this effort, Omni collected and analyzed both secondary data and community-informed insights to understand the current landscape of treatment, prevention, and recovery services, as well as existing gaps and barriers to access. Between spring and summer of 2024, Omni facilitated four focus groups to gather firsthand perspectives from community members and professionals (including peer recovery specialists, law enforcement, EMS providers, youth mentors, and social service representatives).
The resulting report synthesizes these findings to provide a clear snapshot of the City of Martinsville/Henry County’s current challenges and opportunities, offering strategic recommendations to guide the next phase of planning and ensure opioid settlement funds are invested where they can have the greatest impact.
