Colorado Region 5 Opioid Abatement Strategic Planning and Dashboard
Project Objectives
- Dashboard implementation: Design and launch a regional tool to monitor upstream factors, abatement project activity, and progress toward strategic outcomes.
- Community-informed indicator selection: Engage community partners across Region 5 to identify and prioritize meaningful, equity-informed metrics.
- Sustainable data infrastructure: Maintain and update the dashboard through 2027 to support ongoing regional learning and decision-making.

Project Description
Omni is partnering with Colorado’s Region 5 Opioid Abatement Council—serving Eagle, Garfield, Lake, Pitkin, and Summit counties—to develop a regional dashboard that brings critical data to life.
The tool enables the Council to monitor key upstream drivers of substance use, track the implementation of funded abatement projects, and assess progress toward the outcome goals outlined in their strategic plan. To ensure the dashboard reflects local needs and realities, we facilitated strategic planning sessions with the Council and over two dozen community partners from all five counties. Together, we explored how the dashboard could support decision-making and prioritized the types of data that would be most valuable at both the county and regional levels. We then identified more than 100 potential indicators specific to Region 5 and worked closely with the Council to select those most useful for tracking impact and identifying emerging needs across the region’s diverse communities.
The dashboard (Region5OpioidCouncil.org) launched in September 2025, and Omni will continue to partner with Region 5 through 2027 to ensure the platform remains timely, relevant, and responsive as new data become available.
We set out to create a tool communities could truly use, to see what’s working, spot gaps, and adapt. The dashboard reflects the region’s priorities because it was built with their voices at the center.
