The Virginia State Opioid Response (SOR) treatment initiative, funded by SAMHSA and administered by the Virginia DBHDS, strengthens Virginia’s opioid response through a robust evaluation framework focused on capacity-building and compliance. The treatment objectives of the SOR grant are designed to improve access and availability of opioid use disorder (OUD) and stimulant use disorder treatment services and increase the number of people who receive these services.

At its core, the project provides targeted technical assistance (TA) and training to SOR sub-recipients to enhance data collection and reporting practices required by SAMHSA's GPRA (Government Performance andResults Act) survey. This assistance is highly individualized and includes the development and distribution of customized tip sheets, 1:1 consultations, live and virtual trainings, and the use of structured tracking tools—all designed to meet the diverse needs of grantees and ensure high-quality, complete, and timely data submission.

To support strategic oversight and continuous improvement,the project also builds and maintains a centralized GPRA reporting platform, allowing for the streamlined collection and integration of data across agencies. Multiple data sources are tracked and analyzed to fulfill federal reporting requirements and to inform DBHDS’ operational and strategic decision-making. Deliverables such as the 2023–2024 Annual Report as well as GPRA TA guidance tools and trainings offer actionable insights and resources to support both new and existing grantees. This hands-on, adaptive support model ensures that each sub-recipient is equipped not only to meet federal expectations, but also to use data meaningfully to drive local impact.

SOR funding has allowed Community Service Boards/agencies to expand services to better meet community treatment needs. Outcome analyses revealed that SOR grant services positively impact the treatment and recovery journeys of individuals served in areas such as substance use, mental health, and quality of life.
